The Monitor approves or disapproves the Final Policies on Officer Use of Force, explaining its rationale and justification with the Court. The determination will be based on the extent to which the policy adequately complies with the requirements of the Consent Decree, incorporates feedback of the Parties, and reflects the values and specific input of community and Department stakeholders. Note: When approved, the Officer Use of Force Policies do not become effective, and officers are neither expected to conform to its requirements or be subject to discipline or any employment action pursuant to it, until the Parties and Monitor have certified that the requirements of the policy have been sufficiently communicated to officers and any necessary training completed.
