BPD will submit Draft OPR Policies & a Draft Manual re: the mechanics, conduct, and expectations for complaint, administrative misconduct, and criminal investigations (the "OPR Investigation Policies & Manual") (¶¶ 329, 334, 339, 342, 343–71).
