BPD and the City will work with the CPIC to develop a Workplan with goals, objectives and appropriate timelines in order to ensure that when responding to individuals with Behavioral Health Disabilities or those in crisis, BPD will use appropriate crisis response techniques. These techniques should be designed to “help prevent situations that could lead to unreasonable use of force, promote connection of people with Behavioral Health Disabilities or in crisis to the behavioral health system, and decrease inappropriate criminal justice involvement for people with Behavioral Health Disabilities or in crisis.” BPD will also “encourage CPIC to identify and implement, as appropriate, strategies to reduce the number of people with Behavioral Health Disabilities who have unnecessary encounters with the police.” As part of the Workplan, BPD, the City and CPIC will submit the Workplan to DOJ and the Monitoring Team.
